State Forest Department, in line with the national and international trend in Forest Management initiated Participative Forest Management (PFM) in late 1990s. Local forest dependent communities are identified and recognized as partners in managing the valuable natural resources. This process tends to achieve the twin objectives of biodiversity conservation and
economic upliftment of the dependent communities. Institutional arrangement for implementing participative initiatives is by setting up of Joint Forest Management Committees (JFMCs) known in vernacular language as Vana Samrakshana
Samithis (VSS). These village level institutions are confederated into Forest Development Agency (FDA) at Forest Division level in which Government officials and representatives of the communities carry out the management based on the policy guidelines issued by the State.
